New York has 9 standalone Medicare Part D plans for 2027 in our count of CMS 2027 plan filings, from Humana, Wellcare, UnitedHealthcare, Aetna SilverScript and HealthSpring. Many New Yorkers age 65 and older can pair one of them with EPIC, the state program that can pay Part D premiums and lower pharmacy copays to $20 or less.

New York is one of the few states that still runs a large drug program of its own for older residents. EPIC, the Elderly Pharmaceutical Insurance Coverage program, does not replace Part D. It sits behind your Part D plan, and you must be enrolled in a Part D plan before EPIC pays anything. Picking the right standalone plan is still the first step.
This page lists the nine 2027 plans in our count of CMS 2027 plan filings (Medicare Plan Finder counts can differ slightly) and shows how EPIC changes the yearly cost. National rules are summarized on the Medicare Part D plans 2027 hub.
Key Takeaways
Fee Plan
Income up to $20,000 single or $26,000 married (2026)
Annual fee of $8 to $300 based on prior-year income
EPIC pays Part D premiums up to a set monthly amount
Fee waived for anyone with full Extra Help
Deductible Plan
Income $20,001 to $75,000 single or $26,001 to $100,000 married (2026)
No fee, but an EPIC deductible of $530 to $3,215
Premium help only for lower-income members of this plan
Others get an EPIC deductible reduced by about $706 instead
To qualify, you must be 65 or older, live in New York as your permanent home, and not receive full Medicaid. Figures above are the program’s 2026 amounts from the NY State Department of Health; the state may adjust them for 2027.
2027 New York PDPs (our count of CMS 2027 plan filings)
Humana: Basic Rx Plan, Value Rx Plan and Premier Rx Plan
UnitedHealthcare: Medicare Rx Preferred from UHC and Medicare Rx Saver from UHC
Wellcare: Wellcare Classic and Wellcare Value Script
Aetna: SilverScript Choice
HealthSpring: HealthSpring Assurance Rx
EPIC works with any Part D plan you choose, so the usual test still applies: check that your drugs are on the plan’s formulary, look at the tier each one lands on, and confirm your pharmacy is in network. Each plan sets its own 2027 premium and deductible, up to the $700 federal limit, and a drug covered by one plan may be missing from another.
| Monthly premium example | Yearly premium on your own | Fee Plan member, if EPIC covers it in full |
|---|---|---|
| $5.30 (lowest standalone premium in most states, CMS) | $63.60 | $0 from you |
| About $36 (CMS 2027 average total PDP premium) | About $432 | $0 from you |
| $75 (example of a richer plan) | $900 | You pay the part above EPIC’s monthly limit |
Our math from CMS 2027 premium figures. EPIC’s 2026 premium help limit was $58.82 a month; the 2027 limit is set by the state. Your plan’s actual premium may differ.
Why the plan pick still matters: even when EPIC covers the premium, any Part D deductible is still yours to pay, and a given plan may leave a drug off its formulary or require prior authorization.
Premiums are only one line of the yearly budget. Deductibles, tier copays and the $2,400 cap shape the rest, and EPIC changes some of those numbers for members. A full national breakdown of the 2027 cost pieces is on our how much Medicare Part D costs in 2027 page.

Your Part D plan pays first. During any Part D deductible you pay the plan’s price, and EPIC does not pick up that cost.
The deductible spending does not count for EPIC. Money spent in the Part D deductible phase is not credited toward the EPIC deductible.
EPIC then acts as secondary coverage. Fee Plan members pay EPIC copays of $3, $7, $15 or $20 based on the drug’s cost; Deductible Plan members reach those copays after meeting the EPIC deductible.
Some drugs Part D excludes may still be covered. EPIC covers many drugs that Part D does not, with a copay always applying to those.
The $2,400 cap still protects you. Once your Part D out-of-pocket spending reaches the 2027 cap, covered Part D drugs cost $0 for the rest of the year.
Market note: Excellus, Highmark and Anthem all file New York Medicare Advantage plans for 2027 in our count, with 19, 13 and 12 plans. None of them filed a standalone PDP for the state, so Blue-loyal New Yorkers on Original Medicare will pick from the five national sponsors.
This differs from North Carolina, where the local Blue company sells two of its own drug plans; see the North Carolina 2027 Part D page for that lineup. If you have Extra Help, the premium-free choices depend on which plans fall under the regional benchmark, explained on our Extra Help 2027 page.

Our count of CMS 2027 plan filings: 224 individual Medicare Advantage plans across New York’s 62 counties. Aetna files the most, with 41.
EPIC also works with a Medicare Advantage plan that includes drug coverage, so the decision between Original Medicare plus a PDP and an MA plan does not change your EPIC eligibility. It mainly changes your doctor network and how your medical bills are paid. Joining EPIC also opens a Special Enrollment Period to get into a Part D plan, and EPIC lets existing members make one Medicare plan change per calendar year.

The Bottom Line
New Yorkers get 9 standalone Part D plans for 2027 in our count, with no Blue-branded option. What sets the state apart is EPIC: once you are in a Part D plan, it can cover premiums up to a state limit and cut copays to between $3 and $20. Compare plans for your own drugs first, then apply EPIC on top.
